IS my PC compatiple with the rtx 4060. I have a  Hp 8767 A (SMVB) motherboard.

Yes, your HP Pavilion Gaming - TG01-1301ng (200B3EA) as fitted with a Baker motherboard (SSID: 8767) is compatible with an RTX 4060.  However, your desktop is powered by a 310-watt power supply with p/n: L64961-800, and in order to make an RTX 4060 work on your desktop, you must upgrade your power supply to a 500-watt PSU, which has p/n: L05757-800, [EDIT:] or at least a 400-watt power supply, with p/n: L69242-800.

 

I would choose/recommend a smaller-sized RTX 4060 powered by a single 8-pin PCIe power cable, such as this model.
