How much i increase my processor and graphic card ?

Your HP Slimline Desktop - 270-P020il (2NL72AA), according to: https://support.hp.com/us-en/document/c05786875, can be upgraded to an i7-7700, which would be a nice upgrade. However, when it comes to a graphics card upgrade, there's not a whole lot you can do with the stock 180-watt power supply.

 

However, your desktop is fitted with a Lubin motherboard (SSID: 82F2), which is 24-pin ATX-power enabled, meaning, you can replace your 180-watt power supply with any mini ATX power supply, as long as you watch its dimensions (LxWxH).

 

For example, check the dimensions of this (mini) ITX ATX 400-watt power supply (L x W x H): 125mm x 100mm x 63.5mm (4.92" x 3.94" x 2.5") which sells for $32: https://www.amazon.com/APEVIA-SFX-AP400W-Solution-Micro-Supply/dp/B01MEDG1PM/ref=sr_1_1?crid=1JN9U39....  If necessary, you could secure a replacement PSU with Velcro tape.

Like I mentioned to @Milliondollar1, you'll have to take out a ruler -make sure you power down and unplug your desktop before making any measurements inside your desktop and see if the mini ITX power supply's dimensions are a fit for your PC.

 

Your HP Pavilion Slimline s5-1414 Desktop PC (H3Y75AA), according to: https://support.hp.com/us-en/document/c03506147, is fitted with the Joshua motherboard, which is also 24-pin ATX-power enabled.

 

Your motherboard is one of these two: HP p/n: 670960-001 ("Motherboard - Joshua Intel H61 USB 3.0 Bests") or the HP p/n: 698346-501 ("Motherboard - Joshua Intel H61 USB 3.0, Win8 Standard").

 

However, the challenge for me with either of these legacy 10+ year-old motherboards -only compatible with 2nd or 3rd gen Intel processors, is to determine if any modern graphics card will be compatible.  I couldn't find documentation/specs to make that determination. So, to be honest, I am not comfortable/knowledgeable suggesting any graphics cards for this desktop.
