Could you please tell me if i can upgrade my pc https://support.hp.com/gb-en/document/c06989300 with an Intel Core i9-10900f and with a better rtx video card ?

Yes, you can replace the RTX 2060 with an RTX 2080 Ti on your motherboard, but it's important to note that HP doesn't recommend swapping the graphics card. Make sure your system has enough power supply and adequate cooling to support the more powerful RTX 2080 Ti, as it can draw more power and generate more heat than the RTX 2060.
If you're comfortable with that, go ahead and make the swap, but do so at your own risk!
