Can I upgrade the video card in my HP Envy All-In-One to either NVIDIA GTX 970 or AMD Radeon RX 590?

No, the dedicated video card is soldered to the motherboard and can't be upgraded.  I wish that I had better news for you.

PS<> contrary to the specification footnote, the page actually does not list any available PCIEx16 slot.

 

  • Expansion Slots:
    • One M.2 socket 1 key A, 2230 type for WLAN
    • One M.2 socket 3 key M, 2280 type for SSD

You have a mobile platform. Your PCs specs show a factory GTX 1050.

 

I don't think you can do much to change the factory graphics in this scenario.

 

I see no motherboard diagrams at your PCs support site. 

 

Graphics card options using AIO PCs are limited. Your suggested choices may not change performance.
