I want to upgrade to a dedicated graphics card on my HP ENVY TE01-1150xt desktop. I would like to know if my desktop could take a Geforce GTX 1650? I also only have 180 watts of power. Is a PSU upgrade possible and what PSU should I purchase? Thank you in advance for any help!

Yes, you can add a video card to your machine.
Note: It has 400 W Platinum efficiency power supply. Please consider cards which require 400W PSU otherwise you have to replace PSU too. For example the following card requires 450W PSU, not suitable for your machine with existing PSU:
