My exact model PC is an HP ENVY TE02-0042 Bundle DT PC (319Q4AA).

 

The fan is a 2 pin.  Can I just plug it into one of the fan leads on the motherboard, and it will run at full speed?

Nope, no soldering required.

 

Here you go, use pin #1 (GND) & #2 (+12VDC) :

Yes, a two-pin cooling fan will run at full speed all the time.

 

This may be something you want -however, consider it's going to be noisy.

Okay, cool!  So I don't need to worry about soldering or whatever?  Just plug it in?  How do I tell which wire is black and which red on the motherboard?

It's a two pack. One for the CPU and one for the rear exhaust. 😀  Noise isn't an issue.
