If possible, can or should the Heatsink / Fan be upgraded?
If yes, what HP Product should I purchase to do that?

Welcome to our HP Community forum!
Given that an HP Compaq Elite 8300 CMT has the Intel Q77 chipset, this PC only supports 2nd and 3rd gen Intel Core processors, the best being the i7-3770K (77-watt TDP) and you do not need to upgrade your heatsink/fan combo for this CPU.
If you install the i7-2700K (95-watt TDP) a heatsink upgrade would be advisable, such as with this LGA1155 95-watt rated heatsink with p/n: 644724-001 "Heatsink - 95W, Kidd".
