Yes, an i7-7700K is compatible with your HP ProDesk 600 G3 SFF, but since it sports a 91-watt TDP, you'll have to upgrade your 65-watt TDP rated CPU heatsink as well, such as p/n: 644724-001 "Heatsink - 95W, Kidd". You can get one inexpensively via eBay, such as this purchase option via a trusted eBay Seller: HP 202 G2 280 G1 3500 MT 4Pin Socket LGA1155 CPU Processor Heatsink Fan Assembly | eBay.
Fastest RAM: I would choose 2x16GB DDR4 PC4-19200, 2400 MHz, Non-ECC, UDIMM, 288-pin dual-rank (2Rx8) RAM such as 2x16GB Hynix HMA82GU6AFR8N or Micron 16ATF2G64AZ.
The latest BIOS version is: 00.02.51 Rev.A (Aug 12, 2024) and you can download it from here: HP ProDesk 600 G3 Small Form Factor PC Software and Driver Downloads | HP® Support. (you'll have to click on "Choose a different OS" and select Windows 10 64-bit.)
