Welcome to the HP Forum.
The Lubin MB can be used with a standard ATX power supply (it has a 24 pin MB power connector and a 4 pin CPU power connector).
The HP Lubin MB specs at this HP Site reveal it is a custom MB. It's dimensions are: 20.5 x 22.0 cm.
Standard mATX MB dimensions are: 24.4 × 24.4 cm.
You would have to verify if the Lubin MB mounting points exactly match the standard mATX MB tray standoffs in a typical ATX case.
You should not mount the Lubin MB in any case if all MB mounting points don't align with mATX mounting point standards. A possible short could occur if the MB PCB comes into contact with a case standoff or the MB sags and contacts the MB tray.
