It does not look promising for upgrade to RTX graphics and larger power supply as the case looks too small.
If the motherboard is not a standard uatx then it is probably not upgradeable except to 310 watts
Here is a list of recommended video boards

Run "msiinfo.exe" and post the System Model and Baseboard Product
the processor and BIOS version.
Your system can be upgraded to 32gb which is good although there is no recommended memory listed by HP;.

Would like to chime in that nearly every non-ATX motherboard made after 2016 that HP makes with the 12v only power supply, uses the 7-pin P2 (PWRCMD) cable.
There are typically 3 different variants of these 7-pin P2 types with either:
3 wires (older home pc's) -- Comes in 180w and 310w variants.
4 wires (newer home pc's) -- Comes in a 310w or 350w variant?
6 wires or 7 wires (Office pc's or workstations) -- Comes in a 180w (small), 250w (small), 400w (small), 500w (large), and 650w (large) variants.
There is a power supply cross reference chart here but it doesn't cover the 350w psu for the TG02 / Victus 15L or even the physically larger & higher wattage power supplies for the HP Z2 G4 workstation:
Most people don't understand how power supplies "rails" operate. The "rails" are split up into power planes where each rail can only handle a certain amount of watts.
- 12vA (Main) corresponds to all power going to the motherboard and by extension, all power going to the sata power header port on the motherboard. PCIe x16 slots can do 75w and PCIe x1 slot only 25w.
- 12vB (cpu) corresponds to all power going to the CPU. Most mfr's like Intel & AMD only mention TDP (heat tolerance) rather than PPT (actual watts consumed). So a Core i7-8700 with a 65w TDP actually consumes 150w PPT.
- May also be called 12vCPU1 & 12vCPU2 such as is the case where there are 2 of these rails.
- 12vG ( GPU ) refers to the 6-pin or 8-pin PCIe power cable where (12v @ 16 amps = 192w) and (12v @ 18a = 216w)
- In the case of multiple rails on the 400w or 500w power supply, there is a 12vG1 and 12vG2 for 2 different GPU rails.
Since a GPU mainly pulls from the PCIe power rail and the PCIe slot, it takes up to 75w from the slot and all of the rest from the 6+2 pin gpu cable.)
After all of your components' power needs are factored in, I think the absolute maximum PRACTICAL wattage for each version of these power supplies is this but should only be used short term since you shouldn't run a rail to it's max all of the time due to capacitor aging:
- 180w power supply --> 40w to 60 watt video card; Core i5 or Ryzen 5; only one harddrive, & 2 ram sticks.
- 250w power supply --> 100 watt video card; Core i5 or Ryzen 5; one hdd, 2 ram sticks. (needs sata to 6-pin pcie power)
- 310w power supply --> 120w to 125w card; Core i5 or Ryzen 5; one hdd, 2 ram sticks.
- 350w power supply --> 150w card with a Core i5 or Ryzen 5; one hdd, 2 ram sticks.
- 400w power supply --> [150w card; Core i7 or Ryzen 7; 4 ram sticks, more fans] **OR** [ 190w card with a Core i5 or Ryzen 5; 4 ram sticks, extra fans.]
- 500w power supply --> specs are unknown to me but most likely is capable of doing up to 270w cards, though you'd need a ton of extra cooling fans to offset the heat.
Your pc components typically need about 3-5 watts per 92mm fan, 3-4 watts per ram stick, 20w to 40w for motherboard, 7w to 15w per HDD, 3w to 9.6w per SSD, roughly up to 7.5w spare for 3 USB devs, and so forth.
You can daisy-chain a separate ATX power supply with your propriety 12v only HP power supply through the use of a "dual psu adapter" that will turn on the second power supply on when it detects current from the sata power cable.
The "ADD2PSU" adapter would require a sata to molex (LP4) adapter cable.
