Okay so basically i am trying to find a gpu for my old crappy computer.
I heard that the IPISB-CU (Carmel2) has some issues with supporting newer gpu.
Please help me ASAP

That unit is circa 2011, and would have had WIN 7 as the original OS. It also has the older BIOS called "Legacy". It can not support the 2012 BIOS called UEFI. Not sure of your sure of "crappy". An excellent unit for 2011.
The GTX 650 will work in that unit, provided you upgraded the PSU (power supply) that has a 6 pin PCIE power plug. I would recommend a Corsair CX450.
