Yes, a Nvidia Quadro P6000 is compatible with your HP Z820 Workstation: a P6000 requires a 600-watt power supply, and since your Workstation's specs indicate that you got an 850-watt power supply, you are good to go!
And yes, a P6000 is a high-end graphics card, comparable with an RTX 2080.
