Can i upgrade my current i7-7700t with the new 8700t for my HP Envy 34 AiO B017c?

No, because the HP processor upgrade table indicates only two processors are supported, and your PC has the best one already.

 

What you indicated is probably why the 7700 isn't supported...puts out more heat, needs more wattage--beyond what the AIO power supply can deliver.

Why not? It's the same socket, temperature, and wattage specs. I feel the only reason is not listed because that cpu jut got released this year.

That's not all that matters, that's why.

 

The chipset also has to support the processor family you want to install.

 

The H270 chipset your PC comes with only supports the 7th gen Kaby Lake or older Skylake processors, as is set forth in the chipset specs from Intel below...click on the compatible products link on the left side of the page which shows the supported processors.
