I was wondering if the CPU can be upgraded to AMD Ryzen 5 4500 6-Core and if add AMD RX Vega 8 4000 (iGPU)?

The processor and graphics adapters are integral parts of the motherboard and cannot be upgraded.

You'd have to replace the motherboard with one that comes with the AMD Ryzen 5 4500U processor.

Do you have any suggestions?

This is the part number and description of the Weaver motherboard that comes with the AMD Ryzen 5 processor:

HP PartSurfer

The motherboard costs over $1,000 if you buy it new from HP.

The only suggestion I can offer would be to buy a used or open box motherboard on eBay, if you want to go through all that trouble for a small performance boost.

New or open box motherboards would require the system information (serial number, etc.) be tattooed into the BIOS by an authorized HP service center.
