I've trundled through so much HP manuals and support pages. HP's chat service isn't available so I can't ask them for it directly. The AI chat assistant doesn't understand what I need.
I'm looking for a detailed manual that outlines each module on my computer's motherboard.
I already have both the specification page for the mobo:

I just want to know if the M.2 slot behind the GPU also requires a heatsink. The m.2 slot above the heatsink has in big bold letters "INSTALL WITH HEATSINK" so I just want to be sure that the one behind the GPU doesn't require it. I likely won't be able to install heatsinks into either slot because of the size of the 4070. Am I out of luck on regular m.2 slots? I was hoping I wouldn't have to use the 4x PCIe slot with a converter.

There is no such thing as a detailed motherboard instruction manual for any HP desktop PC.
HP does not sell motherboards for the DIY PC segment of the market. That would be ASUS or MSI, to name a few.
An M.2 SSD that isn't delivered with a heat sink will not need one.
Generally, an SSD from Crucial memory or Samsung is delivered with a heatsink already in place.

The supplied heatsink fits within the confines of the space allocated on a motherboard for a 2280 format SSD
You can use the regular slots. I believe that you are overthinking this
