What is your Touch smart 520 ? For example

It does NOT meet minimum hardware requirements for Windows 11 BUT if you wish, you can do
Installing Windows 11 on devices that don't meet minimum system requirements
But I won't guaranty it would work properly since it probably is 10 years old already.

In order to upgrade to W11, you would first need to upgrade to W10 from W7 and then you can upgrade from W10 > W11.
In order to do get the free upgrade to W10, you make a bootable USB installation flash drive with the media creation tool from the link below.
Download Windows 10 (microsoft.com)
After the media creation tool has made the bootable USB flash drive, open it in Windows explorer (My PC), and double click on the Setup application you see there to begin the upgrade process to W10.
Your PC is not supported by HP for W10, but it should work on it.
You may need this audio driver if you have no audio after the upgrade.

If W10 does not work right on your PC, do not waste your time trying to upgrade to W11.
You can go back to W7 within 10 days of upgrading to W10 as long as you don't delete any of the upgrade files or Windows.old folder.
