Serial number changes for motherboard changes are done with a proprietary HP DMI tool that is not generally available to consumers.
That can be done at an authorized service center.

Unfortunately the HP DMI utility is proprietary. It is of a type of utility we are not permitted to provide.
Officially you have to allow the changes made by an HP authorized Servuce Center.
You should join and ask about the utility at a third party BIOS forum.
