How to ensure compatibility of an SSD with HP Pavilion 23-q114 all in one computer with a failed 1 TB HDD that has a SATA interface and a 3.5 form factor? Do I need to buy a bracket given that the existing hard drive bay is 3.5"

This is the suggested adapter tray.
Install the unformatted 2.5" HD into the computer. Download the "download tool now" onto a 16GB thumb drive. Proceed to the steps for "install Win 10 on a different PC". You must boot from the USB device. Skip the product code entry, it will auto-activate with the internet connection.
