I am attempting to my upgrade my

I learned that this motherboard HP 82F2 A01 is compatible with the RTX cards, I really want to upgrade to the rtx 4060 mini, so that I won’t have too upgrade for many years, but the I7-770O processor will severely bottle neck the performance, i tried too look up online a solution too this and the solution in this community is a link that doesn’t even work. I need too know the very best cpu processor I can get for this motherboard and for a rtx 4070 card

Let's fix any (perceived) bottlenecking.
Your HP Pavilion Desktop PC 570-p0xx as fitted with the Lubin motherboard (SSID: 82F2) is compatible with the i7-7700K processor, which I would recommend for your PC. You can purchase one of these bad boys online, such as via this trusted eBay Seller for just $75: https://www.ebay.com/itm/167369745397?_skw=i7-7700k&itmmeta=01JP2TCJ0WDD5JRNB6JMNRT5YC&hash=item26f8...: this should be your first upgrade step.
Secondly, I would strongly recommend maxing out on your RAM: specifically 2x16GB of DDR4 PC4-19200, 2400 MHz, Non-ECC, UDIMM, 288-pin, dual rank (2Rx8), such as this quality/affordable 2x16GB RAM kit purchase option via Amazon: https://www.amazon.com/Timetec-PC4-19200-Non-ECC-Unbuffered-Computer/dp/B072R2X7CQ/ref=sr_1_3?crid=1....
Thirdly, make sure that you use your M.2 NVMe SSD as your primary (boot) drive, fitted with a quality drive such as the Samsung 980 or the Crucial P310.
Make sure that you use at least a 500-watt ATX power supply to power a smaller-sized (dual fan) RTX 4060, and at least a 600-watt ATX power supply for a smaller-sized (dual fan) RTX 4070.

Okay, I already have the i7-7700 3.60GHz in it, so that’s the best I can get? The internet said it bottlenecks a bit with it . I also already have the Samsung ssd 870 evo 1tb ssd connected at main drive and windows drive, connected via sata cable. So you think the psu, n vram and Gpu is all I need?

That is exactly what I am saying.

When you look at the processor, graphics card, primary (boot) drive and RAM numbers, as well as the overall PC score: "Overall this PC is performing above expectations (70th percentile)", I do not see anything resembling bottlenecking.
