Clean install of windows 11

First off, i would like to apologise to hp as thia is not a hp related issue. I hope it still posts. Thank you HP for the community forum. Through all the reaserch ive done, the HP posts keep coming up and have been the most helpful, hence the reason i'm hhere asking... Problem... i have an As Rock B550 Extreme4 with an AMD 5900x  on 64 Gb of Gskill trident 3200 rgb and multiple drives including samsung ssd m.2 500gb, WD ssd m.2 400gb, Team Group ssd 1tb,  samsung ssd m.2 250gb, WD ssd M.2  250gb and a 2 tb seagate external. Other components are razer 850 katana psu, and razer hanba 360 liquid cooler, and Sapphire Rx 7900xtx 24gb nitro. Every time i load windows there is a boot issue that loads a currupt win bootloader and the system is then accessed by acpi and all the wrong drivers are loaded by windows. The sys ia set to local and group privlage is inaccessable through the win package, alao the way it is set up the powershell ia downgraded to ver 1.1 and the only way to improve it is to download the PS 7.5 zip file and install in a local folder. Ive been dealing with thia for two yrs now since a sys hack, in june of 24. The hacker alao accessed my router and got into the local network installing root on 3 mobile phones and a tablet this configuration has crashed two laptops now unusable and infected every pc that has had a flash drive transfer from this PC. I have used diskpart  to clean the drives in with the clean  /all command in X: and reformat through X: to install windows 10 pro. I've spent at least 20 nights online chat with microsoft support, showed them as much as they would watch, b4 telling me to just do a clean install. Ive substuted sys mem gpus and this is the new board and processor. I have the internet provider tech actually xoming out to the house tomorrow. Im going to give them their combo router back and just get a modem as I have a wavlink wifi 6 mesh router to replace theirs with. I so frustrated, I have all this equipment that xoat me 1000's of $ and i cant even load a good copy of windows, I have bought at least 5 copies of win 10 pro, and three copies of win 11 to no avail. The cloaeat ive been ro succeding was to load win 8.1 and it would have worked, but i could not get online with the internet explorer 9.0 that came on the win 8.1 dvd. I even tried to install diff. Browsers and still when i finally get a gui online the sys ia in some kind of endless loop im just lost with it. Im looking for help and i have explores all the options i can think of i even tried to liad a linux 25.04 ubuntu which installed but got a loop error after the install. If you are a hardware expert pls help. Thank you HP for letting me post this
