I would like to upgrade my PC by adding NVIDIA GeForce RTX 4090 or Titan RTX 6000. Is it compatible with HP Pro Tower 290 G9 PCI Desktop PC

In principle, yes, an HP Pro Tower 290 G9 Desktop PC (4N4P3AV) would be compatible with an RTX 4090 or anything else for that matter, provided the GPU would physically fit (LxWxH) in your Tower case -IF you could power one of these bad boys.
However, the best power supply available for your desktop appears to be a 350-watt PSU, with p/n: M49611-001 "POWER SUPPLY UNIT 350W EPA90 Estar8.0 12V 2OUT", which is equipped with one 6+2-pin PCIe power cable.
That means that you will be limited as to what graphics card you can power with said power supply, such as: GTX 1660 Super (125-watt TDP), GTX 1660 Ti (120-watt TDP), RTX 3050 (130-watt TDP) or an RTX 4060 (115-watt TDP).
Btw, if you don't have the 350-watt power supply, you can purchase one of these online, such as via eBay-US (you'll have to figure out how to purchase this power supply in your country): https://www.ebay.com/sch/i.html?_from=R40&_nkw=HP+M49611-001+&_sacat=0&_sop=15&LH_PrefLoc=1&rt=nc&LH....

Thanks for your response. What do you recommend for NVIDIA GeForce RTX 4060 Ti?
As I have to train deep learning models, which other GPU would you recommend which can fit with the current configuration of the system?

An Nvidia GeForce RTX 4060 Ti 8 GB (160-watt TDP) requires a 500-watt power supply.
I suggested a number of graphics cards in my previous post, including an RTX 4060 (115-watt TDP).
