You did not mention whether you have the tower or SFF.  If you have the tower than even if you have the 280W PSU the GTX1050Ti would be my choice and the PSU should handle it without a problem. The 1050Ti has far better performance that the 1030. This page may help.

But with the SFF you have a 200W PSU and the 1030 may be your only choice. The 1050Ti may work but that is pushing the 200W PSU. Plus make sure you get a low profile card for the SFF.
