OMEN by HP 25L Gaming Desktop PC GT14-0000a (4Q9S0AV)
Microsoft Windows 11

Hello. I recently upgraded my CPU in my 25L from a R7 5700G to a R7 5700X, and ever since, my computer has been stuttering doing basic tasks such as browsing the internet, opening and closing tabs, and even writing this. However, when playing games, it doesn't stutter. I have tried multiple fixes, such as reinstalling windows, updating BIOS, and even resetting my PC. How would I go about fixing this issue? Thanks in advance.

For information, CPU temps are fine.

I have good news! I managed to fix it by accessing my power plan and turning my PCI Express link state power management form maximum battery savings to off. This also drastically lowered my CPU idle temps (from 70C to 55C). At least now I have the newest chipset and drivers for my PC as well. Thanks for your help 🙂

Greetings @YesRooster

Welcome to the HP Forum.

The 5700X works with the AM4 MB so that's not an issue.

HP has not validated a 5700X on the HanaL MB, see Here. This could be an issue. But the PC would normally not POST if there was a CPU incompatibility problem.

You cleanly reinstalled Windows and your PC is using the latest BIOS available from HP Here.

I can only suggest trying the latest AM4 chipset driver available at this Site.

I can't think of any other reason why your PC can game but it has problems doing basic tasks. That fact is very unusual.

Are all OS drivers up to date?

Have you checked hardware?

Check your PC's hardware using HP Diagnostics as follows:

Start the PC. Repeatedly tap the "ESC" key.

Select "F2". Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.

Check System Files:

Open an Admin command prompt as follows:

Open Search then enter "command prompt". Right-click on the search result.

Select "Run as Administrator".

Enter the following commands, one at a time. Wait for each command to complete before running the next command.

DISM.exe /Online /Cleanup-image /Restorehealth note: the PC must be connected to the network when using the DISM command.

Restart the PC then enter the next command to verify system files are okay.

sfc /scannow

Have you tried using the 5700G again to see how the PC behaves?

Thanks for your answer. I have tried all of the options you list, and the problem yet prevails. For some weird reason, I am unable to use the BIOS function to check the hardware, as it freezes upon choosing a language. Maybe there's an issue here? I haven't tried reinstalling the old CPU yet, but I will if I am incapable of solving this problem within this week.

Greetings @YesRooster

My pleasure.

Not being able to check the hardware would be a problem. The hardware check works from the HP UEFI Startup menu, But the tools to run the hardware checks are stored on the system drive.

Did you do a clean Windows install or did you do a HP Cloud Recovery to reinstall Windows when you were troubleshooting the PC. A clean Windows installation would not give you the HP hardware diagnostic option when you start the PC.

You can get the HP diagnostics tool Here.

Can you get into the BIOS by repeatedly tapping the "F10"  key when you start the PC?

I did a clean windows install from settings. I can also get into BIOS, but by tapping esc. The option to run a hardware check is still there, but whenever I click, it freezes.

You can get the HP diagnostics tool Here.

HP provides an install to the system drive option or you can run diagnostics from a bootable USB stick.

Thanks! I made another discovery that makes this situation even weirder: the desktop functions work smoothly whenever I have a game running! Does this perhaps indicate something that you know of?

My pleasure.

Everything works okay when a game is running. Normal PC functions don't work right when a game is not running.

Yes, that is really weird.

I have no idea why the PC is doing this. I would expect the PC would be in worse shape when you are running a game.

Do you have any unusual USB peripherals connected to the PC? Any add-in PCIe cards?

Run HP Diagnostics to verify your PC's hardware is okay.

You may have to install the 5700G CPU to check system stability.

My pleasure.

I would never have suspected an advanced power plan setting was causing the problem.

Good to see the new CPU is doing okay.
