Memory upgrade information

I installed Timetec 8GB DDR3L / DDR3 1600MHz (DDR3L-1600) PC3L-12800 / PC3-12800(PC3L-12800S) Non-ECC Unbuffered 1.35V/1.5V CL11 2Rx8 Dual Rank 204 Pin SODIMM Laptop Notebook PC Computer Memory RAM Module Upgrade

After installation the system and BIOS detect only 4 GB

1. I tried to install an update for BIOS from the official HP website and it didn't help.

2. I also tried to do this msconfig >> boot >> advanced >> check if max memory is ticked (should not be ticked).

possible incompatible module problem
I do not know if this is the cause, but several different information given for the purchased module:

PC3-12800(PC3L-12800S) 1.35V/1.5V

while it is stated just

Supports up to PC3L-12800 (DDR3L-1600)

it's up to you, but maybe try something else
it's just for information this is offered at crucial

I believe you need single rank memory.  Timetec is 2Rx8 which is dual rank.  The BIOS sees only 1/2 of the ram

I looked over at kingston  but did not see your exact model typical the 24-0xxx require single rank

Put your original stick of memory back in and download and run CPU-z and see if the memory is single rank

[edit]   Unaccountably, HP does not list 8gb recommended ram for your Bali-U motherboard, only 4gb

However the parts list for the Bali-U "24-g010z" shows a number of 8gb memory that work

Maybe something else, because in the references of the page that you indicated, if we search for the reference for example
