Hi!

I just installed Ubuntu 19.04 three days ago and yesterday upgraded the CPU from stock to a Core 2 Quad Q9650. Curently I'm running BIOS version 5.22. I didn't think I would need to change anything since Ubuntu is usually fairly forgiving with hardware changes, but since upgrading the CPU the computer won't fully shutdown: the video signal goes off and I can hear the HDD spin down, but the power stays on and the fans continue running. Is there a still a place to get drivers for this machine? Should I be troubleshooting the OS instead of the computer itself for something like this?

I suggest that you troubleshoot Ubuntu.  I believe it is most likely where the problem is being caused.  Your best option is, go to https://ubuntuforums.org/ .  They are the experts on Ubuntu.
