Your HP ENVY Desktop - TE01-0014 (6YQ60AA) with a Rother motherboard (SSID: 8653) does not have BIOS OC capabilities.
The best you can do gaming-wise, is to upgrade to an i7-9700 / i7-9700F processor, upgrade your power supply to a 500-watt PSU (p/n: L05757-800) paired with an RTX 3060 Ti like this HP ENVY TE01-0xxx User did -and even though the specs don't mention it, I don't see why you couldn't install an i9-9900 which also has a 65-watt TDP -said to be the max TDP this motherboard is designed to handle, but I digress.
