Confirmation about one thing related to computer specifications

Hi There,

I am a new member of this community and wanted to confirm one of the specifications of 

HP EliteDesk 800 G1 Small Form Factor

In its specs, the Memory is shown as:

1600-MHz DDR3 SDRAM; (4) DIMM slots enabling up to 32 GB, dual channel memory support.

I want to ask that does these specifications mean that I can install 32 GB RAM in it? 

Does this mean that it has 32GB RAM Capacity?

I wish to buy a computer with 16GB, so If I buy this computer from somewhere else with 8GB of pre-installed RAM, can I put 8GB RAM stick more in it, to meet my requirements?

so yes that means that you can install up to 32gb of RAM
you can actually buy the computer with 8gb and add 8 then
but look carefully at the difference in purchase price
when you do it later, the memory will have to be compatible with the existing module, this is not always the case!
If it is not much more expensive to buy with 16gb, take advantage of it
