I am considering upgrading from Intel i5-4460T cpu with the LGA 1150 socket to Intel Core i7-4790K which looks like a power supply upgrade is required - 35 - 88wats.
How can I upgrade the power supply - if needed?
Is the hp installed motherboard compatible with both processors?
Is the 23-q-140t power supply upgradeable?
Is the i7-4790K processor a "plug and play" process if the new processor works with the current motherboard?

You have come to the right place.
Surprisingly -at least to yours truly, your HP Pavilion 23-q140t All-in-One (N0X22AV) as fitted with the Crusher-U motherboard (SSID: 2B43) is, in fact, compatible with the fabled i7-4790K, which is an 88-watt TDP processor, and aptly named "Devil's Canyon"!
I found several Pavilion 23-q1xx Users with the Crusher-U motherboard who fitted this Bad Boy in their AIOs, such as this one: HP 23-q114 Performance Results - UserBenchmark.
Yes, you'll definitely have to upgrade your 90-watt power supply, with at least a 150-watt unit, such as this purchase example: Amazon.com: PowerHOOD 150W AC/DC Adapter Compatible with HP Pavilion AIO 27-a127c 27-a170d 27-a109 2..., which has the 7.4mm x 5.0mm connector size.
[EDIT:] And @Paul_Tikkanen is correct: the fact that you can install an i7-4790K doesn't mean you should, as your AIO can't adequately deal with the heat produced by this hot-running processor.

Your PC's motherboard only supports the Intel 'T' series processors.

Even if there was a 150W - 200W power supply available for your PC there is no CPU cooling solution you could install that would keep the processor cool enough to work.

Paul, thanks again for the reply. Which of the Core might you recommend to pep up this old All-In-One to keep around another few years? I don't begin to understand which of the "T" processors would be an upgrade and performance improvement.
And Thanks for the info - I would never guessed the heat issue.

You're very welcome.
I would install the best one listed on the motherboard specs page-- the Intel Core i7-4785T
It would provide a slight improvement over the processor you have now and would not require a different power adapter or cooling solution.
I don't even know how you would cool an i74790K without doing some extensive modifications to your PC--like hooking up a small air conditioner to it. 😊

The i7-4785T has larger cache of the i5-4460T and supports hyperthreading whereas the i5 does not.
Not to mention it is just faster as far as GHz are concerned.

Speaking about CPU cooling, just very recently, this community member whom I assisted, added a large air cooler on an HP Pavilion 23-b130z All-in-One Desktop:
Where there is a will there is a way, I suppose!

Yes, I supposed if you want to do an extensive modification like that, anything is possible.
I would never, ever consider making any modifications that would not have the PC looking 'bone stock,' yet work perfectly.
