Windows 11. I downloaded a piece of software called Shutter Encoder. Since then I continually get pop-ups from various antivirus sites telling me that I have a bad virus and need to scan immediately to remove it, which I do and find no virus. But still these pop-ups keep coming telling me I have a virus. So I deleted Shutter Encoder, but that made no difference - the pop-ups keep coming. What can I do?

Welcome back.
I can't find any info indicating Shutter Encoder is malware. Did you download this app from the developer's website?
Fake virus warnings while surfing the internet are typically third party adware injected into the site but can also be produced by malware installed on your PC.
You may be visiting dodgy sites or your PC is infected. What Anti-Virus software are you using?
I would run some additional free and trial Malware scanners on your system to see what is happening.
