Is my omen 25l, with the dorado motherboard compatible with the i7 12700k if I get a new power supply, the reason why I'm asking is because I recently got a rtx 3060 to upgrade my 1660 super. But there is a bottleneck and my cpu is too weak for my new gpu. So I was curious if I upgraded my psu, would the 12700k be compatible.

Wait a second: an HP Dorado motherboard (SSID: 8704) is only compatible with 10th gen Intel Core processors.
What CPU do you actually have?
It doesn't make sense that whatever processor you got, that an RTX 3060 graphics card is bottlenecking your processor. For all intents and purposes, an RTX 3060 is a mid-range card, and is not known to be bottlenecked easily, unless your got insufficient RAM.

Your i5-10400 (6-Cores, 12-Threads, 2.90 GHz up to 4.30 GHz, 65-watt TDP) actually compares well with the 10th gen Intel Core upgrade i7-10700 (8-Cores, 16-Threads, 2.90 GHz up to 4.80 GHz, 65-watt TDP), which outperforms the aforementioned CPU by only about 9% (gaming) to 14% (workstation): https://cpu.userbenchmark.com/Compare/Intel-Core-i7-10700-vs-Intel-Core-i5-10400/4077vs4073.
The processor performance difference become more pronounced if you were to install one of the Intel 10th gen "K" processors, specifically the i7-10700K, i7-10700KF, i9-10900K and the i9-10900KF. Only thing to keep in mind is that if/when you upgrade to a "K" processor, you may want to consider upgrading your CPU heatsink/cooling fan combo, and/or installing another cooling fan inside your PC to improve overall air circulation to keep things cool.

OK, I have a recommendation for you: in order to create a balanced CPU/GPU combination, one option is to upgrade your processor from an i5-10400 to an i7-10700, and using a 1440p monitor (2560 × 1440):
