I have the same issue with my HP Envy. It was working fine for a year or more and then suddenly I was listening to Google Music and all of a sudden that shaded Circle appeared. The circle seems to pulsate and draw the cursor of the mouse towards it and will open other applications and Pages randomly. If I click with my mouse I can temporarily get control but within seconds there's shaded circles because there are more than one and they usually appear on the left lower corner of the screen take over again. So what I did was a tried to reset my PC erasing all my files I tried first with leaving my files and it didn't work. The second time when I tried to erase all files my computer got stuck..

Please forgive, I don't often post on threads and clicked the "send" Key prematurely. To go on the second time I restarted my computer it got stuck in the middle of reboot with an error message saying that an unexpected error occurred "click okay to reinstall Windows" and that's just an endless loop. I've attempted to use the F10 key with shift to obtain the command prompt but the cursor jumping appears to be present even as the PC is restarting and moves the cursor away before I can do it. It seems like it's a pretty bad virus and I think from what I've read it's related to a Windows Microsoft update released on February 14th 2018. Obviously I'm not a techie. I really could use some guidance as to how to even access Bios or the command prompt with the mouse controlling the cursor constantly. Incidentally the first time I was able to get to the command prompt and I typed "regedit" and got to the system directory but was unable to locate a file that I had read needed to be altered in order to fix the issue. I then use the CHKDSK command and the Report returned no errors on the hard drive.

Disconnect your mouse, and try a different mouse.

 

Or, if you click "down" on the "wheel" between the left and the right mouse-buttons, does it show a circle, with an inverted-V-above-a-dot-above-a-V ?

Especially when you move the mouse to position that circle over a scroll-bar?

If so, just click again on the wheel, to "hide" that circle.

I have HP ENVY x360 - 15m-bq121dx,  same issue, jumpy mouse cursor, even if not using, tried everything I could find in any forum.  Finally solved by disabling "stylus/pen" driver under device hardware.  Not a single jump since.
