Typically there is not a need for "drivers" for a DVD drive as Windows provides the needed drivers. Windows 10 does not have a built in player so other provisions are needed.
So from the statement I assume you mean the DVD will play in a stand-alone DVD player but will not play on the PC.
The easiest way to provide free DVD playing software is to download one and install it.
Click on the "Download VLC" button for Windows, then install the software. When you open the software with the DVD in the DVD drive, you will see a selection area on the top. Pick Media, then "Open Disc" You should then see the DVD highlighted and the name of the disk in the drive, assuming the software chose the DVD drive with the disk in place. Then pick play from the lower button.

My DVD Unit Keeps requesting a CD or DVD when a Movie dvd is loaded ( Which played fine on a stand alone DVD player )
ir reopens requesting a DVD....
DEVICE MGR: deleted the drive and rebooted.
deleted STANDARD SATA AHCI Controller and rebooted
Installed VLC Media player.

For a PC that old that previously could read and play a DVD, it could be the drive has failed.
Did the DVD recognize and play DVD's since it was upgraded to Windows 10? Windows 10 may be the problem.
Since VLC is already installed, open the software and then put in the DVD. Does VLC respond?
You mentioned Device Manager - does Device Manager acknowledge the DVD drive and say it is working, since you deleted it and then rebooted?
