I have HP Desktop M01-F1002ur. Recently I noticed that if you immediately press the power button after plugging the computer into the socket, then the computer either does not turn on at all, or turns on with a delay of 4-5 seconds. In this case, the indicator light does not light up and the fans do not start immediately after pressing the power button. If you wait a few seconds after plugging into the outlet, then press the power button, the computer turns on immediately. Is such a delay when turning on the computer normal?

I advise you not to do that!
I couldn't tell you if it's normal, but it seems very bad to me.
I've never tried, but you still have to leave a certain amount of time between the moment you plug it in and the moment you press on..
It may work with some computers, but there you risk breaking something!
Personally I even avoid unplugging the plug, because it causes a surge at the moment..
If you don't want to leave it plugged in, maybe use a special socket, secured with a switch
But always wait a bit before turning it back on
