New graphics card is an Asrock RX570 Phantom, when I boot with new crad there is no display and the PC doesnt seem to full boot.... It lights up and hums a little but is not nearly as loud of a start up as usual. The Card requires 450W or greater of power, and my max power is 460W. That may be the issue but I want to make sure that my PSU is the reason it does not boot properly and not something else before I buy a PSU. Also, If I buy a new psu, is there a certain degree of compatibility to work with my desktop? @modric, welcome to the forum.

 

It sounds like you may have a motherboard compatibility problem.  What is the full model or product number of the computer?  You can find this information by opening HP Support Assistant.  Please don't furnish the Serial Number or other personal information.

The assistant is not able to find my stuff, so i looked manually. My PC model only has available BIOS updates for win7 and 8... and I have 10 64bit. From what i have read for my gpu I think I need HP BIOS 8 which is not an option for my hp motherboard, as they stopped supporting the motherboard I have with windows 10.

My current BIOS is Legacy AMI 7.09 which came out in 2011

Although I use WIN10, I tried to upgrade my BIOS and upgraded to AMI 7.15, which came out a few months after my old BIOS. This BIOS does not work with the GPU either. I am not sure a new PSU will help but that is about all I can think of as to why it doesn't work... unless it isn't compatible with my motherboard

While having the model of the computer would help tremendously, the information that you provided is enough for me to know that it is a motherboard compatibility problem.  The RX 570 requires UEFI in the motherboard instead of a standard/Legacy BIOS.  HP didn't begin using UEFI until mid-October, 2012.  The BIOS can't be updated to UEFI.  Your best option is to contact the manufacturer's Tech Support to see if they have a VBIOS update that would allow the card to run with a Legacy BIOS.
