Purchased refurbished HP Desktop from eBay. It has Windows 7 upgraded to Win 10. I hate Win 10. Anyway, I have had problems and let my PC
go through the entire repair thing. (well, I didn't "let" it, it just started before I could click on any key within 8 seconds, and then I couldn't stop it). It took 8 hours, and it worked a little better for a few days, but now it takes forever to boot up, constant circling dots, just continues to buffer. I have used the Diagnostics several times and each time everything passes okay, except it says I have no system board.
I have no idea what that means, or what I need to do about it.

I will do as you suggest. I have already downloaded several different diagnostic programs on my Desktop. Using my laptop at the moment. I am letting Desktop run through the self repair process that happens if I don't click on a key within 8 seconds. So far, it has taken about an hour.
I will see what can be done after following your suggestions and research.
I will try to get back as soon as possible to let you know how thngs went and if things workout, will accept as problem solved.

Windows Update can take a long time to install especially if they're interrupted. How much memory do you have? 4gb is bare minimum. Your system can handle up to 32GB of memory easily
Windows 10 can be a PITA especially with Microsoft constantly downloading all types of updates and tracking and giving you a notification for stuff it wants you to buy. Do not downgrade to Windows 7 that would be a mistake. Linux Mint is very easy to install and is very impressive. you might wanna use that instead of win7

Did it come with windows 7 or 10?
The proper way to update from 7 to 10 is to install a clean copy of 10 to upgrade and use the serial number to activate
The last time I looked in to this it was not possible to update because some of the required update packages are no longer available. Not just Windows 7 service packs, but some of the early 10 packages are not available.
Look at the windows 10 updates history and see if it is full of feature updates that are unable to install. If so, then download the Microsoft ISO for 10 and burn a DVD (double layer) or 8gb flash drive.

I was not the one who did the upgrade. I actually bought the used computer thinking I was going to get Windows 7 (my preference) I think the ad said I had a choice between the two. It has been about 6 months, memory unclear. But, it HAD Windows 7, I can see that on the sticker on the desktop case, but it was upgraded by the seller to Windows 10. The problem is that is says no System Board Device found.
Does that have something to do with the Operating System?
Is there some way I can clean slate it all and remove the Windows 10 and leave the underlying Windows 7?

I am sorry for the delay in responding. Poor health.
I* do press ESC when the PC is booting up, but then I go to one of the diagnostics, and check the system and run all the tests, and then the EUI (I downloaded that from HP website, can't remember for sure the exact letters as I am on a different computer).
I have also let the scan and repair run many times and that takes sometimes up to or over 8 hours to finish.
I have also tried to boot the computer using on or more of the many disks I made from HP website that don't seem to work. I think they need to be made "bootable or something.
