Assuming the cable has the same connections as this one
and you are using the USB type C connector on the lower underside of the PC, then I would assume it should work. I am out of anymore suggestions, unfortunately.

"Does the USB 3.0 ports on the computor support grapics output ? "
The short answer is "No" the USB port does not support graphics on its own. It can deliver a graphics output by the use of an adapter, however. Something on this order
https://www.amazon.com/Plugable-Graphics-Multiple-2048x1152-1920x1080/dp/B00A2E1MQA
I am not familiar with the Wacom Tablet but assume it will not delver a graphics display from the method you suggest.
Edit:
I did some additional checking on the tablet. It does appear to be able to be used by connecting it to the PC with a USB port, however, not as a display but as a input device for the sketching or drawing.

Hi Thanks
yes the tablet is a Wacom Cintiq Pro 16, they claim its window 10 compatible and you connect to the HP machine via a USB 3.0 type C connection which is the same as the tablet, My USB 3.0 type C is also part of the standard HP machine. When I plug it it comes up with the device shown as a mouse, rather than a tablet. On talking to Wacom they say I need to establish that the USB 3.0 type C on the HP is capable of graphics support, as the Wacom should be seen as a display.
And of course Wacom say to me confirm the graphics support and then we will escilate the problem to tech support. I am finding it difficult to confirm this which is why I am asking the comunity.

Since the device is USB, I would expect a driver needs to be installed for Windows to use it properly.
I tried to get support information on the tablet but the Wacom support would not allow a connection. If you have the setup guide, I would expect it to show the procedure for getting started.
Here is a youtube video

He starts to explain how to get it to work starting at about 5 minutes into the video

Hi thanks, yes watched all these videos before, he had the same problem, and seemed to fix the issue with a cable, change, which is what I have also tried and it did not work for me. I have been also looking at the converters but it has to be mini display port to HDMI, not just the cable as seemed to work for this guy, these converters range in price and fuctionality to. Which is why I needed to confirm if the USB 3.0 type C on the HP would support graphics, then I can raise the issue with Wacom and ask then to look at my system with the view that their driver may not function properly.
But thanks for all these support
Do you know if its likely that HP enabled the USB to interact with the computor screen, its an all in one system

Here is the support manual for that AIO device
http://h10032.www1.hp.com/ctg/Manual/c05572131
Select on the left column "Connecting video devices using a USB Type C cable" It will tell/show how to connect a device.

Hi thanks for your help, yes this is where I stqrted, when I try to swich to the Wacom using the switch screen I get the message "No Wacom Displays" which is clearly a message from the Wacom driver. And they are thensaying to me : are you sure that the HP USB 3.0 type C on your computor supports graphics,
Which is why I am lost as I thought it was more to do with the driver than the HP computor, But its the question they are asking me to prove

Yes. I can see where you are coming from. The support page showing that PC
https://support.hp.com/us-en/document/c05673091
states that it came out in Sept 2017 and is from France. I know this is a world wide forum but are you in France? Not that it makes any difference but just wondering.
Also, could you share the cable specs ( Make and Model number) that you are using to connect the display port to the tablet?

Hi the cable is out of the box from Wacom, as far as I am aware its a Male to Male USB 3.0 type C cable; But there are no markings on the cable, and nothing on the Box to say that its a true generic cable. What they do say is the requirement to plug into is a USB - C port
