Welcome to our peer-to-peer HP Community Forum!
In order to best assist you, I need some more information. To that end, please type in: System Information in your Windows search bar, and click on the System Information App. Please look to the right of "System SKU" and "BaseBoard Product" and provide this information.

Well, "13Z115AA#ABL" is not a valid SKU number.
The format is a 7-digit alphanumerical followed by the region code.

This was helpful, thank you.
So, your current power supply, which is a Cooler Master 500-watt PSU, is an industry standard ATX PSU.
My recommendation -say you want to upgrade your graphics card to an RTX 3070 / 3070 Ti or an RTX 4070 / 4070 Ti, is to purchase a 750-watt ATX power supply, such as a Cooler Master 750-watt Semi-fanless Modular Power Supply, which has these dimensions (L x W x H): 140 x 150 x 86 mm -check if this fits/corresponds with your current power supply.
Other than upgrading your power supply, as long as the higher-end graphics card fits inside your case, anything is possible: https://www.userbenchmark.com/System/HP-OMEN-25L-Desktop-GT12-0xxx/188923.
Hope this was helpful.

Once you upgrade your existing power supply with a 750-Watt power supply, it could easily power an RTX 4070. I know you got a PCIe x16 v. 3.0 slot, but the RTX 4070 would still perform significantly faster than an RTX 3070. I would strenuously disagree that an RTX 4070 would only give you 50% performance.
[EDIT:] Please see this HP OMEN 25L Desktop GT12-0xxx User's RTX 4070 performance graphics score.
I rest my case.
Btw, PCIe x16 v. 4.0 is backwards-compatible with v. 3.0.
