The processor has a frequency of 2100, the BIOS memory shows 4400 (the frequency of the installed bars is 4800). Can I increase the memory frequency to how much? How to do it? I don't find any BIOS settings for this.

From what I derived from the info you provided, your HP Elite Small Form Factor 800 G9 PC is either fitted with an i7-12700 (2.10 GHz to max 4.90 GHz) or an i7-13700 (2.10 GHz to max 5.20 GHz).

 

There is nothing you can do to increase or influence the processor speed.  Not only because these processors are "locked" (non "K" versions), but also HP doesn't allow overclocking in general and in office desktops specifically.

You cannot configure XMP RAM on your desktop.
