When I plug my iPhone into a downstream USB port on my EliteDisplay desktop screen, the phone does not receive any charge.

I have 2 ports (on the side of the screen) and neither work.  Is this a fault or is it not possible to use these ports to charge my mobile?  The HP user manual indicates this should be possible. 

Note: my phone doesn't seem to recognize that it has been plugged into another device.

I think it is unlikely that is was meant to used as a power source for mobile phones.

 

Your expectations  may be a bit on the high side with this.

 

Mobile phones usually need a powerful (500ma or higher) power source.

I just looked it up and see that a modern iPhone is going to require a charger that can supply around 20W or 2 amps.

You are not going to get that kind of power from the display's USB ports.

 

 

I can charge my mobile phone from a  special port on my MSI gaming motherboard or from the PD USB port on my Spectre x360 laptop, but not from most other USB ports.

 

Have you connected the supplied USB cable to a powered USB port on a PC? Use the upstream port.

That is where the USB ports get their connectivity from and that is what is suggested in the user manual for the display.
