It seems that HP is really throttling down the CPU. Please see the attached image below. I'm running Cinebench and CPU is at 100% and I've configured HP System Control for "Performance" (and also Windows 11 Power Mode is configured for "best performance"). As you can see, the CPU temperature is around 70C and the fans are not running very fast limiting the CPU to around 3 GHz. Surely, there is more headroom here to get more performance out of the CPU. Why does HP limit the fans to such low speeds? Wouldn't running the fans faster allow the CPU to run at higher clock speeds and still keep the temperatures reasonable? I'm not getting my money's worth out of this machine when the system is programmed for such low performance. Is there anything I can do to run the fans faster?

I don't see how the problem would be the speed of the fans
This processor can run up to 4.9 in turbo boost mode..
It would be more a concern between the management of the hp software, and the turbo mode, or that at this moment, the system considers that the maximum is not needed..
No difference if you try the other modes?
is everything up to date?

Prométhée, thank you for replying. Well, the question remains: why is the CPU not going to 4GHz or higher when there is 100% load? My thinking was that if the fans operated faster, there would be more cooling which would allow the CPU to boost to higher speeds. Yes, everything is up to date and no, changing modes doesn't make a difference.

 

So, what can I do to boost the CPU at higher clock speeds? I disagree that maximum is not needed. Why would I not want to run something faster if there is headroom for it? Certainly, the fans could run faster, and the CPU could handle higher temps than 65-70C and therefore boost to higher clockspeeds.

 

To do further testing, I ran both Cinebench (which already takes up 100% CPU) and Lightroom doing 1:1 previews (which is a very processor intensive task). The CPU remained between 2.8 and 3.0 GHz. And both Lightroom and Cinebench were extremely slow.

 

Sorry, this doesn't make sense. Why would the system consider maximum is not needed when there is intense demand for CPU processing?

 

Here is what the CPU looks like when both Cinebench and Lightroom are running. CPU pegged at 100% solid. All other resources are fine.

windows 11 is original or not it s windows 10 , if for some everything is fine, for others may have performance problems

Fan speed, for me no relation, I think a bad management of the turbo mode ..

my computer does not have this software
the fans are currently idling
and yet base speed 3.20 ghz, current speed 4.29 ghz
I doubt it will change anything, because at home, nothing better, but maybe see this too
