My computer (HP EliteDesk 800 G1 USDT) has an issue where the fans will start out at a normal speed and slowly build up to max speed over the course of a minute any time whenever it is booted up. It does this both in windows and in the BIOS. The fans maintain full speed the enitire time the computer is on, and they always go to full speed every time it is booted no matter what I do.
I have tried removing and reinserting the CMOS battery, reapplying thermal paste, making sure every inch of the pc is clear of dust, updating the BIOS, and replugging in the fans. I tried using spedfan to check out the temperatures of everything it could find, and everything is running at around 30 degrees C. Sadly, speedfan is unable to controll the fans at all. If anyone has any suggestions, then they would be greatly appreciated.

I would suggest you find the same CPU fan, and replace it.

When you start changing the subject from a single fan (likely CPU from your references) then add another fan issue, it would be strange that 2 separate fans start to act together.
Still, I would work on the more important CPU fan.
