When I select Shut Down from the Power menu the computer shuts down in its normal way but the fan is left running. I am able to turn it off using the Power switch, held down for several seconds. The PC powers-up without any problems and performs as normal with all applications.
I checked the BOIS Status using the HP SupportAssist Ap. and found an update was available. I completed the update but no change.
I would welcome advice and/or suggestions on how to proceed.

Try disabling fast start as described here
If that does not work then look in the event viewer for anything suspicious such as
- timeouts
- antivirus or app phoning home
- an app "vetoing" shutdown

Many thanks for your help.
I have followed the advice on the thread referenced. Disabling fast start-up did not work. I then went for the nuclear option and reloaded Windows 10 and installed al the latest updates. Still no change. However some of the restarts during this process did not complete and required using the power button to enact completion of power down.
Looked at the Event Log. My experience of using this log is zero. I did not find much except for critical error:
Event 41 Kernal-power
The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly.
This occurred this am during power on sequence and I presume is referring to the fact I had to complete power off using power switch.
Further advice/suggestions would be much appreciated.

I am almost out of ideas.
How did this problem show up? I assume it was working fine until a Windows or HP update. If in warranty it should have been repaired.
Did you notice the problem after a feature release such as 22h2 or 21 or 19 etc?
Was the problem after a driver update suggested by Windows?
After an update suggested by HP support assistant?
Was there a hardware change?
Have you tried selecting "default" in the BIOS setup?
In your BIOS power management, is S3 the setting for sleep?

It showed up a week or two ago. It has always worked fine. The PC is long out of warranty. I have not done any hardware changes. I can't recall it starting after any Windows updates; certainly not after any HP/Driver updates. The most likely is an AVG Internet Security or VPN update but can't be sure. I have run AVG for many years without any problems.
I tried the CMD line powerdown and guess what it did not shut down, just sat with powering down timer going around. Had to force it with power switch.
I have left it with the fan running for well over a minute, no change. Normally the fan would run for a several seconds before full switch off.
I have not checked the BIOS as suggested yet. That will be my next action. Other suggestions would be very welcome.

Probably motherboard problem as you have done a reset of windows
Not sure if useful but you can try an admin command line shutdown as described in step 3 but do this first
bring up the event viewer and clear all system and application logs. Close the event viewer
Then issue the shutdown command from the admin command prompt or however is is recommended in step 3
wait a few minutes then bring up the event viewer and see if any errors are reported.
Look for AVG or VPN trying to reach SSL servers or timing out trying to phone home. McAfee is bad about phoning home to outdated servers that are not online.
What if you wait like @DGroves suggested but for 10-15 minutes. There is at least one report of AVG and VPN not allowing shutdown. https://support.avg.com/answers?id=9065p000000PqRwAAK

a very quick test is to simply boot windows in safe mode with internet also disabled this will run windows with minimal drivers and no other addon software active then try the shutdown command and if it works the issue is software related

I can report that in Safe Mode with network disconnected the power down sequence works correctly. Also I noted that it works with network disconnected. So thank you for that advice.
I have my suspicions about AVG software so I will try a complete uninstall and see if that helps. Will then report findings.

I wrote this update a few days ago but it failed to post for some reason? So try again 🙂
I can report the following:
Uninstalled all AVG products, one at a time, and then reinstalled one at a time. Did not solve the problem.
Disconnecting the network connection, Ethernet and WiFi, confirmed that the shutdown sequence completed successfully(?).
Using the shutdown command <shutdown /s> does initiate correct shutdown sequence. I have thus scripted this into a desktop shortcut which does work successfully. So I can use this for now.
We seem to have run out of ideas, so if anyone has any further suggestions they would be very welcome.
Is it possible to view the script within the Windows Menu Power/Shut Down control just to check it for errors? Seems unlikely but might be worth a try?
