Whenever I boot up the pc, it shows that the fan is not working properly and the pc will shut down in 15 seconds. Please help.

That message is a warning for the CPU fan, usually. The best bet is to open the case to verify if the warning is true - check to see which fan may have failed. Here is the user guide that shows how to remove the side panel.

With the side panel off, then try to start the PC again and observe which fan has failed. If the warning is accurate, then the failed fan will need to be replaced with an exact replacement part, either by you or a repair tech.
I'm not an HP employee.
