Fan super noisy

All in one 27"
Microsoft Windows 10 (64-bit)

Have a brand new all-in-one 27", when the fan run it makes the sound of video calls for the other party, very bad, it sounds like a blender. I did not find any way to set the fan as "quite", on most computers there are settings, performance, balance and quiet. What gives? Also this is clearly a design issue, quite disappointing actually.

There is only 1 fan in those units.  It is mounted over the CPU heatsink.

Noise has been an issued recently. I suggest you return it and get a desktop. You will be happy, I assure you.

Well, getting a desktop is not a solution. I have one already and I have an HP laptop which is very quiet but this is clearly a design issue. When doing Skype video the noise goes through the mic and it sounds like a blender. I have to say this is very disappointing from HP, I was expecting better. There should be a way to control the fan speed, most computers do have that capability, not finding it so far, I need to talk to HP customer service for a solution and returning it might be one, maybe Dell's "fan" better?
