I really need to set functional buttons on wireless keyboard 4CE99AA by default. In other ways it's absolutely useless keyboard. I tried to find how to do this but nothing.

I understand you would like to know how to use the multimedia keys on the wireless keyboard.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
Excellent description and a great diagnosis done. It is greatly appreciated.
Click the "Start" button and select "Control Panel." Once the Control Panel loads select "Devices," and then "Keyboard."
Select your multimedia keyboard as the default keyboard from the list at the top of the screen. Check to "enable" multimedia keyboard buttons. You may be asked what functions specific buttons should have. Here you can either leave them with the default settings or select a different task for the buttons in question.
Click "Apply" to save the changes. You can now begin using the multimedia keys on your keyboard.
Go to BIOS on your on your PC and enable the action keys.
1. Turn off the computer and wait five seconds.
2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
3. Go to the system configuration tab.
4. Select Action keys from the list and select Enable.
5. Press F9 on the keyboard to save changes and exit.
Also, Please try the steps recommended below.
Go in the device manager,
select keyboard
select the keyboard you are using
Right-click Update Driver software
Browse my Computer for driver software
Let me pick from a list of device drivers on my computer
then find the one that with the same name as the one you are currently updating and update!

Actually I need to use functional buttons (F1-F12) without pressing additional button "fn". Prevoius recomendations did't help me.
4. Select Action keys from the list and select Enable.
I don't have such menu.
Let me pick from a list of device drivers on my computer
then find the one that with the same name as the one you are currently updating and update!
Didn't help.

I appreciate your efforts for writing back to us.
As you mentioned you don't have an option to enable the action keys in BIOS.
Try updating the BIOS to the latest version and check again.
If you still have issues there is no other option to enable the function keys without holding the Fn key.

Hi @MikhailR, thanks for your prompt response again.
I appreciate your efforts in sharing the picture.
I do see that there are two Fn keys on the keyboard. Please find the image attached below and find the red circled ones are the function keys.
To use the multimedia keys you have to press Fn key + the multimedia keys.
