I have a HP Pro Tower 290 G9 Desktop with i5 13500 and I would like to install a 9070 XT. Although the tech Document mentions that the Tower's length is 30.3 centimetres , I cannot physically fit the GPU whose length is 28.8 centimetres . Is there any way to remove the rear or the front of the PC case in order to fit the GPU and to reinstall it later. Also I would like to install a 1200W PSU and saw several responses that were referring in 350-500W PSU what is the issue and you don't mention higher Wattage PSUs?

According to the specs, the only power supplies offered by HP for your HP Pro Tower 290 G9 are 180W/350W/500W.
The 500-watt power supply's part number is: L46603-003.
However, this 650-watt power supply with p/n: L57253-003 / L36049-003 is possibly also compatible, but that is it.
The issue, as you called it, is that your PC only accepts HP proprietary power supplies, and there is no known ATX power supply adapter available.
With a 650-watt power supply, the best graphics card you can hope to power in your PC would be an RX 9070 (220-watt TDP) or an RTX 5070 (250-watt TDP).
I would also recommend choosing a smaller-sized (dual fan) model to avoid slicing & dicing in your case.
