Hello, i have a HP G5470be pre-built desktop and recently i bought a MSI GT 710 GPU and when i install it the pc stops at splash screen, stay like this a few minutes and beep 3 times then a black screen appear with a little white line in the up left corner.
I search it on the web and i think it's something at the OEM motherboard(it limits the current in the PCI-e slot or something like that). It's possible to fix this issue somehow?
My specs are:
Foxconn 2abf motherboard
CPU: i3 2100 3.1 ghz
8Gb ram 1333mhz
500 Gb hdd

Unfortunately, your PC's BIOS is too old to support any Nvidia graphics card newer than the GT 6xx series, or AMD HD 6xxx series.
The latest BIOS update is version 7.16 and you need a PC with a BIOS version 8.1x or newer to run a Nvidia GT 710 card.
What I suggest you do is to buy a used but tested and working NVidia GT 610 or a AMD HD 6450 graphics card, which would be as close as you can come to a GT 710 and have the card work.
