You can install up to 16 GB of PC3-10600 memory (4 x 4 GB).
You could install either a Radeon HD 6450 low profile video card, or a nVidia GT 610 video card.
Either card will work with the 240W P/S your PC has and both have driver support for W10.
The HD 6450 was the optional video card for the 8200 Elite SFF.
Just make sure that you get a low profile video card that comes with the low profile mounting brackets in the box.
If you don't need a 500 GB storage space, you can install a 240 GB SSD such as the Sandisk SSD Plus, for less than $85.00.
Memory is tricky to upgrade in that model. I know this works because I installed 4 of them in my 8000 Elite CMT.

It always nice to get freebie. Now to the issues.
1) That unit is circa 2009. Off-lease buisness class. Illustrated parts manual.
2) The motherboard has a proprietary power supply. It can not be changed out with the normal ATX. The plugs on the motherboard for power are a 6 pin and 4 pin scheme.
3) The PCIE slot only accepts low profile cards. See the manual for suggestions that work.
4) Modern graphic cards will not work, as their UEFI vBIOS. You can do a test to determine the Boot Environment. It's either BIOS or UEFI.
