You should have some app to control the fan speed of the GPU. I do not have an Omen 25L so I am guessing that the game hub can control fans.
The OMEN game hub software can be found here but you may already have the latest app
https://support.hp.com/us-en/drivers/omen-desktop-pc-25l-gt12-0000a/model/34385033?sku=9NA81AV
If that software does not have any control of the GPU fans please download MSI's afterburner
Let me know what you find out on the Omen game hub. Can you control the fan speed? In the MSI I can set a fan curve to make the GPU fans start working faster as the temperature rises. Do the game hub do the same?

Select the setting "gear" widget.
Set MSI to start with windows and to minimize on startup (general) then switch to fan
The 2060 should not run hot. Use an air duster every now and then.
My 2070 super is hybrid and the radiator needs to be cleaned out as it really catches the dust. Even then, the inside of the card fills with dust and the fan can get clogged even with separate liquid cooling fan doing most of the cooling.
I have been thinking of upgrading to one of the 40xx type as they run a lot cooler and no need for a radiator but my motherboard does not support Gen4 so the improvement will not be that great.

I have not done any over or under clocking so have no experience that way.
Possibly a contributing problem: The CPU and hot air recirculating in your case.
Make sure there is good air flow. Reddit has an HPOmen forum and I have seen some nice additions and case mod's.
