Hi i have a omen pc with a 4060 ti 

i7 14700f 

and 16gb ddr5 ram 5200. M

the case is a 25 l omen

and 80 + gold 600 watt psu

can i upgrade to a 4070 ti super and will there be enough space in the case or power

Short answer: yes, certain RTX 4070 Ti Super graphics cards will fit in your 25L OMEN gaming desktop, as long as they don't exceed approximately 26.7cm (10.5 inches) in length, such as this model: MSI RTX 4070 Ti SUPER VENTUS 2X OC Specs | TechPowerUp GPU Database (24.2cm length).

Your 600-watt power supply will probably be sufficient to power this card, but it could be close.  Be aware that all RTX 4070 Ti Super cards require a 16-pin (12VHPWR) PCIe power cable, which you can substitute with a dual 8-pin PCIe to 16-pin PCIe power supply adapter cable, such as this Amazon-US purchase example: Amazon.com: Bangfun 16Pin RTX 4070Ti GPU Power Adapter Cable, PCI-e 5.0 16Pin(12+4) to 2x8Pin Male t....
